Today’s City of Fremont update highlights upcoming budget hearings; new remote procedures for the City’s design review inspections; how to apply for building permits and inspections; and meal programs for seniors.
City of Fremont Budget Hearings to Be Held in June
The City’s proposed operating budget for the next fiscal year, running from July 1, 2020 through June 30, 2021, was presented to the City Council at the regularly scheduled Council meeting on May 12. The first public hearing to comment will be held on June 2, and the second hearing and adoption is on June 9. Both public hearings are part of the Council meeting and will begin at 7:00 pm.
Please note that the June 2 and June 9, 2020 City Council meetings are being conducted utilizing teleconferencing and electronic means consistent with State of California Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic. The live stream of the meeting may be viewed on the City of Fremont’s website, which also provides a link to the live stream; or, on Comcast Channel 27. Please note at this time, Channel 27 is only available to Comcast cable subscribers. In accordance with Executive Order N-29-20, the public may only view the meeting on television and/or online and not in the Council Chamber.
For those wishing to make public comments at the June public hearings, please submit your comments by email prior to the meeting, or by Spoken Public Comment during the meeting. New Remote Procedures for City’s Design Review Inspections
All new buildings, additions to buildings, and building site improvements require design review inspections by City staff. The purpose of design review is to implement the City’s General Plan and ensure compliance with zoning regulations and adopted design rules and guidelines.
Due to the Alameda County Shelter in Place Order to limit the spread of COVID-19, several of the City’s design review staff are working remotely. Design review inspections for buildings under construction are now being handled remotely using photographs provided by the project contractor.
To start the design review inspection process, applicants should send an email with their permit number, project address, and the following photographs:
- All sides of the building(s), with all sides labeled (east, west, front, back, etc.)
- The landscape areas, noting the location (front yard, planter strip, etc.)
- The common areas and public improvements, if applicable
Design review inspectors from Planning, Engineering, and Landscape Architecture will follow up with applicants and may request additional photographs in order to complete the inspections.

City Issuing Building Permits and Conducting Inspections
The City would like to remind the community that we are issuing building permits and offering building inspection services for construction projects that are following the Alameda County Shelter in Place Order.
If you are planning a new construction project, please obtain a building permit. An online pre-application is available on the City’s Accela Citizen Access portal. If you have an issued building permit and are ready for a building inspection, please schedule an inspection through Citizen Access or call the inspection line at 510-494-4885. When conducting inspections, City staff is following the safety requirements issued by the Alameda County Public Health Department to help limit the spread of COVID-19. Protecting the health of employees and the community remains a top priority for the City.
Construction projects completed without City building inspections are considered illegal construction. Illegal construction can be corrected after the fact, but performing inspections after projects are complete often requires opening up walls and foundations, which can be intrusive and costly. Obtaining a building permit and following through with an inspection will ensure every construction project is completed safely and legally.

Great Plates Delivered Program for Seniors is Now Enrolling
As part of a statewide effort to provide meals to high-risk individuals and essential economic stimulus to local businesses and workers during COVID-19, the City of Fremont has announced enrollment for Great Plates Delivered. This program delivers three nutritious meals a day to enrolled seniors so that they can stay home and healthy.
Fremont administrators have partnered with local restaurants and food providers to deliver meals to individuals enrolled in the program who meet the following requirements:
- Individuals who are 65 or older, or 60-64 and at high-risk as defined by the CDC, including:
- Individuals who are COVID-19 positive (as documented by a state/local public health official or medical health professional),
- Individuals who have been exposed to COVID-19 (as documented by a state/local public health official or medical health professional), or
- Individuals with an underlying condition.
- Individuals must live alone or with one other program-eligible adult
- Participants must not be currently receiving assistance from other state or federal nutrition assistance programs
- Participants must earn no more than 600% of the federal poverty limit
- Individuals must affirm an inability to prepare or obtain meals
The meal program will run through June 10, 2020, is free to recipients, and fulfills specific nutritional requirements as designated by the state.

Frozen Meals Available to Order on a Weekly Basis Extended through June for those 55+
The Frozen Meals for Purchase program for those 55+ from the Fremont Senior Center is being extended through June. The cost for five frozen meals is $20.
The meals will be curbside pick-up on Thursdays at 12:00 pm on June 4, 11, 18, and 25 in front of the Fremont Senior Center. The June 4 pickup order deadline is June 1 at 12:00 pm, while meals for other dates must be ordered in advance by Friday at noon for the next week and credit card payment is highly preferred. Vegetarian option is available by request.
